Microcrediting within the framework of the state program for supporting entrepreneurs "BRM-2025"

New amendments have been made to the state program for support and development of business "Business Road Map - 2025", according to which industry restrictions on lending have been removed. The participants of the first direction of the Program can be subjects of small and micro-business. Lending is carried out both for investment purposes - up to 20 million tenge, and for replenishment of working capital - up to 5 million tenge, without industry restrictions with a subsidy period of 3 and 2 years, respectively.

The nominal interest rate should not exceed the basic interest rate established by the National Bank of the Republic of Kazakhstan and increased by 8.5%, the interest rate on a loan for an entrepreneur will be 6% per annum. The difference is subsidized by the state.

The advantage of the program is that the decision on the provision of financing is made only at the level of a bank or microfinance organization. This approach leads to a significant reduction in the processing time of an application for a loan.

Unsecured lending under the Fund's programs is not provided, but for loans / microcredits, a portfolio partial guarantee is provided under the first direction of the State Program “BRM-2025” for small and microenterprises, where the size of the guarantee provided is 85% of the loan / microcredit amount, 15% of the loan amount is covered by the entrepreneur at the discretion of the STB.

In September 2020, in the West Kazakhstan region, Subsidiary Bank Alfa Bank JSC issued the first loan under the direction - "Support to small, including micro-entrepreneurship". The guarantee of the Damu Fund in the amount of 85% of the loan amount was provided as the only collateral. At the moment, SB Alfa-Bank JSC has approved and financed 14 transactions under this program.
